Safety Manager – Heavy Civil Construction

Overview

We are seeking an experienced Safety Manager to lead our company’s safety culture across multiple construction projects. The Safety Manager will develop, implement, and enforce comprehensive safety programs to ensure full compliance with OSHA regulations, company policies, and industry best practices. This role plays a critical part in preventing accidents, reducing risk, protecting workers, and maintaining a zero-incident goal while supporting project success in a fast-paced construction environment.

Responsible For
  • Develop, implement, and continuously improve site-specific safety programs, policies, and procedures in alignment with federal (OSHA), state, and local regulations
  • Conduct regular job site safety inspections, audits, and hazard assessments; identify unsafe conditions/behaviors and ensure prompt corrective actions
  • Perform daily/weekly safety walkthroughs and document findings; maintain accurate safety records, including OSHA 300 logs, incident reports, and inspection documentation
  • Lead accident/incident investigations, including near-misses; perform root cause analysis and implement preventive measures
  • Plan and deliver safety orientation, training, and toolbox talks for employees, subcontractors, and new hires (including OSHA-required topics such as fall protection, trenching, scaffolding, PPE, and hazard communication)
  • Collaborate closely with project managers, superintendents, subcontractors, and field crews to integrate safety into daily operations and pre-construction planning
  • Serve as the primary point of contact for OSHA inspections, regulatory agencies, insurance carriers, and client safety representatives
  • Monitor and analyze safety performance metrics (leading/lagging indicators, incident rates, etc.); prepare regular reports for management
  • Promote a proactive safety culture through leadership, coaching, recognition programs, and positive reinforcement
  • Manage safety-related documentation, permits, and compliance requirements (e.g., confined space, hot work, silica, lead, etc.)
  • Oversee emergency response planning, drills, and first-aid/CPR coordination on sites
  • Stay current with evolving OSHA standards, industry trends, and emerging risks in construction safety
Additional Requirements
  • Bachelor’s degree in Occupational Health & Safety, Construction Management, Engineering, or related field (or equivalent combination of education and experience)
  • 5+ years of progressive safety experience in the construction industry (commercial, industrial, heavy civil, or residential preferred)
  • In-depth knowledge of OSHA construction standards (1926) and federal/state regulations
  • Proven track record of implementing safety programs and achieving low incident rates
  • Strong understanding of construction processes, equipment, and hazards
  • Strong leadership, organizational, and problem-solving skills.
  • Excellent communication, leadership, and interpersonal skills
  • Proficiency with safety management software
  • Valid driver’s license with a clean driving record
  • Excellent analytical and mathematical skills
  • Strong attention to detail and accuracy
  • Ability to thrive in fast-paced, high-pressure environments
  • The person in this position needs to be able to stand, walk, sit, reach, stoop, kneel, crouch, and/or crawl
  • Adaptable to construction environment and will be exposed to changing outdoor weather conditions
  • Work irregular hours, weekends, overtime, and holidays as required
  • Extended stay/travel to various remote job site locations throughout Texas and Southwestern United States
  • May be required to use ladders/mechanical platforms/manlifts/scaffold to access required equipment/work areas (may exceed 200 feet), so must be able to climb and maintain balance on formwork, steel formwork, stairs, ladders, and scaffolds
  • Move and work in and around confined and cluttered places, and uneven surfaces
  • Must be able to complete tasks in a noisy and dusty environment
  • May be required/able to move items weighing up to 50 pounds across construction/industrial site
  • Observe and comply with all safety and project rules, perform other duties as required
  • Ability to pass pre-access drug and alcohol testing, fit for duty medical, and background check
  • Will use arms and hands to signal, grab, hold, turn, push, and pull: objects, materials, controls, and tools
  • Must be able to work in all weather conditions (including heat, rain, cold, and wind) while wearing appropriate PPE
  • Will be required to wear personal protective equipment (PPE) including but not limited to: hard hat, safety glasses/goggles, ear plugs, masks/respirators, hi-vis safety vests, leather gloves, and leather steel-toed work boots
